If a social worker left a business card from the DCFS Lakewood office on Watson Plaza Drive, your family is in the early days of an investigation. That is the best time to have a lawyer involved.
We represent Lakewood parents from the first contact, with the goal of closing the investigation before a petition is filed at the Edelman Children's Courthouse.
| DCFS office | DCFS Lakewood office, 4060 Watson Plaza Drive, Lakewood, CA 90712. The Lakewood office typically handles investigations for Lakewood and much of the surrounding southeast county, including large parts of Long Beach. |
|---|---|
| Law enforcement | Los Angeles County Sheriff's Department, Lakewood Station |
| Dependency court | Edmund D. Edelman Children's Courthouse, 201 Centre Plaza Drive, Monterey Park, CA 91754 |
| Family court | Custody matters are typically heard at the Norwalk Courthouse or the Governor George Deukmejian Courthouse in Long Beach, depending on the filing |
| Schools and hospitals | Lakewood is split among several districts, including Long Beach Unified, ABC Unified, Bellflower Unified, and Paramount Unified. Lakewood Regional Medical Center is in the city, and Miller Children's & Women's Hospital Long Beach is the main pediatric center nearby. |
Regional office and courthouse assignments depend on your exact address and the type of case. We confirm the assignment on the first call.
A referral to the DCFS hotline is assigned to a regional office, and for most Lakewood families that office is on Watson Plaza Drive. The Children's Social Worker named on the card is the person who will interview your family, contact schools and doctors, and write the report that decides what happens next.
That social worker does not decide alone. A supervisor reviews the investigation, and a decision to file a petition or offer a voluntary plan is made within the office before anything reaches Edelman. That internal review is where early information from counsel matters most: a clear written response to the allegation, supporting records, and the names of people who can speak to your family's care.
When you call us, we contact the assigned social worker, find out what the referral alleges, and set the terms for any interview. When the facts support it, we ask that the supervisor review the information before a decision is made.
After a 911 call, LASD Lakewood Station deputies and a social worker may arrive together. Parents often do not know who they are talking to or what each person can do. A statement to a deputy can be used in both a criminal case and the DCFS investigation. We advise on both.
Signing a safety plan or a Voluntary Family Maintenance agreement under WIC § 301 is not a legal admission. But these documents often describe the allegation in the county's words, and later reports quote them. We read every term, negotiate what goes beyond the allegation, and make sure the wording is accurate.
With four school districts serving the city and Miller Children's nearby for pediatric care, Lakewood referrals often start with a mandated reporter who does not know the family. We obtain the school or medical records early and address what the reporter actually saw.
Most Lakewood investigations are decided in the first few weeks. Early, organized information is often what separates a closed referral from a petition.
We speak with the social worker for you, confirm what the referral actually alleges, and set terms for any interview so your words are not paraphrased into a report.
We explain your rights under the Fourth Amendment and cases like Calabretta v. Floyd (9th Cir. 1999), and when a social worker generally needs consent, a warrant, or true exigent circumstances to enter.
We read the proposed plan line by line, negotiate terms that are realistic, and push back on conditions that go beyond the actual allegation.
We assemble records, pediatric and school documentation, and witness statements that answer the allegation before a finding is made.
If removal is on the table, we press for placement with a grandparent or other relative under WIC §§ 309(d) and 361.3 rather than foster care.
We track whether a substantiated finding is being sent to the Child Abuse Central Index and request a grievance hearing when the finding is wrong.
A report reaches the DCFS hotline and is assigned to a Children's Social Worker (CSW), often within hours for an immediate-response referral. The first sign is usually a knock, a phone call, or a school or hospital staff member telling you DCFS has been contacted.
DCFS generally aims to close an emergency response investigation within about 30 days. During that window the social worker interviews the children, both parents, collateral contacts, and sometimes teachers and doctors, then decides whether the allegation is unfounded, inconclusive, or substantiated.
Instead of filing, DCFS may propose a safety plan or Voluntary Family Maintenance under WIC § 301. These are not formalities. Their terms can shape the rest of the case, so they should be reviewed by counsel before anyone signs.
If children are taken into protective custody under WIC §§ 305 or 306, the statutory clock is short. WIC §§ 313 and 315 require either release or a filed petition and a prompt detention hearing at Edelman, where the court applies the WIC § 319 standard.
At the jurisdiction hearing the county must prove the WIC § 300 allegations (WIC § 355). If it does, the disposition hearing under WIC §§ 358 and 361 decides where the children live and what services the parents must complete.
Every hearing after a petition is filed takes place at the Edelman Children's Courthouse in Monterey Park. For a guide to the building, the departments, and what to bring, see our Edelman Children's Court resource site.

Lakewood investigations are typically handled by the DCFS Lakewood office at 4060 Watson Plaza Drive. The social worker's business card will list the office. We confirm the assigned social worker and supervisor on the first call.
You are not required to, but ignoring the card rarely helps. The better approach is to have a lawyer call back for you, learn what the referral alleges, and arrange an interview on terms that protect you.
Lakewood contracts with the Sheriff's Department for police services, so deputies from the Lakewood Station respond on calls involving children. Deputies may be present for safety or because of a possible crime. You can ask each person who they are and why they are there.
Generally a social worker needs your consent, a warrant or court order, or real exigent circumstances. Ninth Circuit cases such as Calabretta v. Floyd apply the Fourth Amendment to social workers. You can decline entry politely and ask for contact information so your lawyer can follow up.
Not legally. But the plan's wording often describes the allegation from the county's point of view, and it may be quoted in later reports. Have a lawyer review it before you sign.
A substantiated finding may be reported to the Child Abuse Central Index (CACI), which is checked for many licenses and jobs involving children. You can challenge a finding through a grievance hearing, and early defense work aims to prevent it.
