Personal attention
Altadena is unincorporated Los Angeles County. That means the Sheriff's Department, not a city police force, responds alongside DCFS, and the rules of the investigation follow county practice.
Since the Eaton Fire in January 2025, many Altadena families have been living in temporary housing or with relatives. We represent Altadena parents from the first knock, with the goal of closing the investigation before a petition is filed.
| DCFS office | Typically the DCFS Pasadena regional office. If your family relocated after the fire, the referral may be assigned based on where you live now. |
|---|---|
| Law enforcement | Los Angeles County Sheriff's Department, Altadena Station |
| Dependency court | Edmund D. Edelman Children's Courthouse, 201 Centre Plaza Drive, Monterey Park, CA 91754 |
| Family court | Custody matters are typically heard at the Pasadena Courthouse |
| Schools and hospitals | Pasadena Unified School District serves Altadena. Huntington Health in Pasadena is the nearest major hospital. |
Regional office and courthouse assignments depend on your exact address and the type of case. We confirm the assignment on the first call.
Altadena families often search for help the same way their neighbors in Pasadena do, but the investigation is not identical. In Pasadena, the Pasadena Police Department responds. In Altadena, it is the Sheriff's Department. Deputies and social workers sometimes respond together on child welfare calls, and a statement given to a deputy can end up in both a DCFS report and a criminal referral.
The Eaton Fire added another layer. Families who lost homes or were displaced have spent months in rentals, hotels, and shared housing, children have changed schools, and the stress of rebuilding shows up in households. A social worker meeting a family in that setting may not understand the history. We make sure they do.
When a deputy and a social worker arrive at the same time, parents often do not know who they are talking to or what the purpose is. We explain the difference and advise on statements to both.
Temporary housing, returns to repaired homes, and questions about ash and debris on properties can all come up in an investigation. We document the family's housing plan and the children's supervision so the investigation reflects the full picture.
Altadena is home to many educators, researchers, engineers, and health care workers. A substantiated finding can be reported to the Child Abuse Central Index and checked for licenses and jobs. We work to prevent that finding and challenge it when it is wrong.
Most investigations are decided in the first few weeks. Early, organized information from counsel is often what separates a closed referral from a petition.
We speak with the social worker for you, confirm what the referral actually alleges, and set terms for any interview so your words are not paraphrased into a report.
We explain your rights under the Fourth Amendment and cases like Calabretta v. Floyd (9th Cir. 1999), and when a social worker generally needs consent, a warrant, or true exigent circumstances to enter.
We read the proposed plan line by line, negotiate terms that are realistic, and push back on conditions that go beyond the actual allegation.
We assemble records, pediatric and school documentation, and witness statements that answer the allegation before a finding is made.
If removal is on the table, we press for placement with a grandparent or other relative under WIC §§ 309(d) and 361.3 rather than foster care.
We track whether a substantiated finding is being sent to the Child Abuse Central Index and request a grievance hearing when the finding is wrong.
A report reaches the DCFS hotline and is assigned to a Children's Social Worker (CSW), often within hours for an immediate-response referral. The first sign is usually a knock, a phone call, or a school or hospital staff member telling you DCFS has been contacted.
DCFS generally aims to close an emergency response investigation within about 30 days. During that window the social worker interviews the children, both parents, collateral contacts, and sometimes teachers and doctors, then decides whether the allegation is unfounded, inconclusive, or substantiated.
Instead of filing, DCFS may propose a safety plan or Voluntary Family Maintenance under WIC § 301. These are not formalities. Their terms can shape the rest of the case, so they should be reviewed by counsel before anyone signs.
If children are taken into protective custody under WIC §§ 305 or 306, the statutory clock is short. WIC §§ 313 and 315 require either release or a filed petition and a prompt detention hearing at Edelman, where the court applies the WIC § 319 standard.
At the jurisdiction hearing the county must prove the WIC § 300 allegations (WIC § 355). If it does, the disposition hearing under WIC §§ 358 and 361 decides where the children live and what services the parents must complete.
Every hearing after a petition is filed takes place at the Edelman Children's Courthouse in Monterey Park. For a guide to the building, the departments, and what to bring, see our Edelman Children's Court resource site.
Our Pasadena office at 117 E. Colorado Blvd, Suite 600, Pasadena, CA 91105 is minutes from Altadena. We also meet families by phone and video, including families who are temporarily living outside the area.
Dependency hearings are held at Edelman in Monterey Park. We appear with you and prepare you for each stage.
Altadena is unincorporated, so the Los Angeles County Sheriff's Department, Altadena Station, handles law enforcement. Deputies sometimes accompany social workers. You can ask each person who they are and why they are there, and you can ask to speak with an attorney before answering questions.
A temporary home is not neglect. The question for DCFS is whether the children are safe and supervised where they are living now. Social workers do sometimes read an unsettled rental, a hotel, or a crowded relative's house as a warning sign, so it helps to have counsel explain the housing history, the insurance timeline, and the plan before the social worker writes it up.
Social workers may ask whether children are being exposed to hazards such as ash, debris, or unfinished repairs. Clear information about where the children are actually living, testing or cleanup that has been done, and the rebuilding timeline usually answers those concerns.
Altadena referrals are typically assigned to the DCFS Pasadena regional office, but assignments follow the address where the children live, so relocated families may be assigned elsewhere. We confirm the office and supervisor on the first call.
Have a lawyer read it first. Voluntary agreements under WIC § 301 can avoid court in some cases, but the terms matter and can be negotiated.
The case moves to the Edelman Children's Courthouse in Monterey Park. A detention hearing is held quickly under WIC §§ 313 and 315, followed by jurisdiction and disposition hearings. Having private counsel from the start means your defense is already organized when the first hearing is called.
